The Indonesian government is preparing a transport subsidy package for the 2026 Christmas and 2027 New Year period (Nataru), including domestic flight ticket discounts. Not every figure is final yet. This article summarizes what the Ministry of Transportation (Kemenhub) has officially confirmed and what is still under discussion as of mid-October 2026, so you can budget your trip without mistaking an early plan for a final decision.
On June 22, 2026, the government announced a Semester II 2026 transport stimulus package covering the Nataru period (Coordinating Minister for Economic Affairs Airlangga Hartarto, Minister of Transportation Dudy Purwagandhi, Minister of Manpower Yassierli). For Nataru 2026/2027, the allocated budget is around IDR 883,400,000,000, consisting of IDR 161,400,000,000 for trains, ferries, and sea transport, plus IDR 722,000,000,000 for a Government-Borne VAT (PPN DTP) incentive on domestic economy-class flight tickets.
Based on the initial plan announced in June 2026, the Nataru 2026/2027 subsidy periods are:
On October 2, 2026, Kemenhub's Director of Air Transport Agustinus Budi Hartono confirmed that the legal basis (a Ministry of Finance Regulation, or PMK) for the PPN DTP is still being drafted and awaiting harmonization. The PPN DTP rate is expected to follow the standard VAT rate of 11 percent, but this remains an estimate, not a final decision. Adjustments to other components such as the Passenger Service Charge (PSC) and fuel surcharge have also not been decided.
Minister of Transportation Dudy Purwagandhi, quoted on October 10, 2026, said the government is targeting an announcement of the final scheme in October 2026, so travelers and transport operators have time to prepare before the holiday period.
Start with a destination, dates and a budget. The rest is built from real places.
As a reference for the policy pattern, during Nataru 2025/2026 the government officially cut domestic economy-class flight fares by 13-14 percent for flights from December 22, 2025 to January 10, 2026, through a combination of a 6 percent PPN DTP, a fuel surcharge reduction, and 50 percent discounts on PJP2U and PJP4U airport fees, under Minister of Transportation Decree KM 50/2025. This figure is not a benchmark for 2026/2027 since the final scheme has not been announced.
Follow official releases on dephub.go.id and Kemenhub's official channels rather than unverified social media posts. The final scheme is expected to be announced in October 2026, before the December 22, 2026 flight period begins. Ticket prices you see before the official announcement do not yet reflect any discount.
While waiting for the final discount, plan your trip and year-end holiday budget on Calestira so it is easier to adjust once the official scheme is announced.
